Pakatan MPs welcome debate with FT Minister

Pakatan MPs will welcome a debate with Minister of Federal Territories and Urban Well-
Being any time on an even playing field

The Malay Mail reported yesterday that Federal Territories and Urban Wellbeing Minister Datuk
Raja Nong Chik Zainal Abidin has challenged both of us “to a one-to-one public debate” on “use of
money from the Employees’ Provident Fund (EPF) for a low-cost housing loan scheme.”

Raja Nong Chik said “these impoverished people cannot get housing without help. Are they saying
that these people do not deserve housing?” However, he added that we should debate him “one-to-
one in front of all the residents.”

First and foremost, we have repeatedly stated that Pakatan Rakyat fully support the noble objective
of ensuring that affordable housing for low income urban dwellers. However, the fulfilment of this
aim – home ownership for the urban poor – is the responsibility of the government of the day, and
not the responsibility of Malaysian workers.

Hence, we are more than happy to debate with the Minister in the interest of the public to ensure
that all relevant issues are thrashed out in an open and transparent fashion. In order to ensure
that the public receives the full story behind the controversy, the debate must be conducted on a
level playing field.

The debate must not only be open to low-cost housing residents in Kuala Lumpur, it should be
open to all Malaysians, especially the stakeholders who are EPF contributors. Preferably, the
debate should be televised to ensure that Malaysians who are not able to make it to the debate like
contributors from East Malaysia have the opportunity to listen to both sides of the argument.

In addition, in the interest of transparency and accountability, we believe that Raja Nong Chik
who is willing to openly debate this issue, will have no problems providing full disclosure of the
agreements made between all the government entities and EPF. Only then all the members of
parliament as well as the public can have full information access to debate this issue.

Raja Nong Chik had in the Malay Mail report even tried to teach us what is “sub-prime” loan. He
said the MPs were mistaken in comparing the loans to the sub-prime loans which he said referred
to inflated loans sold at double the property value.

“Do they even know what subprime lending is? These properties are worth double or even triple of
what City Hall is asking,” he explained.

Perhaps in the Minister’s attempt to be clever, he is asking for pie in his face. The Federal Deposit
of Insurance Corporation (FDIC), and independent agency of the United States Federal Government
clearly refers “sub—prime” as “the credit characteristics of individual borrowers. Subprime
borrowers typically have weakened credit histories that include payment delinquencies… They may
also display reduced repayment capacity as measured by credit scores, debt-to-income ratios, or
other criteria that may encompass borrowers with incomplete credit histories” with no mention
of “property value”.

What we have here today is the EPF lending money to borrowers who Raja Nong Chik himself has
admitted will not qualify for loans from commercial banks. The fact that the low-cost property

value, which Raja Nong Chik claims to be worth double or triple the selling price has nothing to do
with the issue of “sub-prime”.

Perhaps the Minister might want to polish up his knowledge of subprime credit and lending
before taking on the challenge to debate either one of us, to save himself from further public
embarrassment.

Ahli-ahli Parlimen Pakatan Rakyat menerima jemputan cabaran debat ‘satu-lawan-satu’ dengan Menteri Wilayah Persekutuan dan Kesejahteraan Bandar pada bila-bila masa dalam suasana yang adil dan telus.

Kami merujuk kepada laporan The Malay Mail semalam yang menyiarkan cabaran Menteri Wilayah Persekutuan dan Kesejahteraan Bandar, Datuk Raja Nong Chik Zainal Abidin kepada salah seorang daripada kami dalam debat tentang penggunaan wang Kumpulan Wang Skim Pekerja bagi membiayai pinjaman pemilikan unit-unit perumahan PPR.

Raja Nong Chik berkata, “golongan miskin ini tidak mungkin mendapat perumahan tanpa bantuan. Adakah mereka (ahli-ahli parlimen PR) merasakan golongan ini tidak layak mendapat perumahan?.” Beliau juga menambah cabaran kepada kami untuk berdebat dalam sesi debat ““satu-lawan-satu” di hadapan semua penduduk PPR terbabit.”

Pertama sekali, kami sudah berkali-kali menyatakan pendirian Pakatan Rakyat yang mendukung sepenuhnya objektif mulia bagi menyediakan perumahan mampu milik untuk warga miskin bandar seluruh Negara. Pun begitu, matlamat ini -iaitu memastikan warga miskin bandar memiliki perumahan- adalah merupakan tanggungjawab kerajaan sedia ada, dan bukannya dipertanggungjawabkan kepada tenaga pekerja Malaysia.

Justeru, kami amat mengalu-alukan debat dengan Menteri demi kebajikan dan maslahat rakyat bagi menjawab semua isu berkait di dalam suasana yang terbuka dan telus.

Dan di dalam memastikan masyarakat umum mengetahui isu sebenar kontroversi penggunaan dana KWSP ini, debat bersama Menteri haruslah terlaksana di dalam suasana adil, terbuka dan sama rata. Debat yang bakal berlangsung ini tidak boleh terhad kepada penduduk rumah PPR di Kuala Lumpur sahaja, tetapi perlu dibuka kepada semua warga Malaysia, khususnya pencarum-pencarum KWSP. Sebaik mungkin, debat yang akan diadakan kelak juga seharusnya tersiar di dalam televisyen untuk memastikan semua rakyat Malaysia yang mungkin tidak dapat turut serta  termasuk pencarum KWSP Sabah dan Sarawak, diberi peluang menilai keberkesanan skim pinjaman khas ini.

Tambahan lagi, demi keterbukaan dan akauntabiliti, kami percaya Raja Nong Chik, yang bersedia berdebat dengan salah seorang daripada kami, akan bersedia melampirkan keseluruhan perjanjian antara agensi-agensi pilihan kerajaan dan KWSP. Hanya lampiran perjanjian penuh yang diberi kepada ahli-ahli parlimen dan rakyat secara umum dapat menjamin debat yang telus dan bermakna.

Dalam laporan akhbar yang sama di dalam The Malay Mail, Raja Nong Chik juga cuba  mengajar kami makna pinjaman “sub prima”. Beliau berkata Ahli Parlimen Pakatan Rakyat telah silap dalam membandingkan skim pinjaman khas perumahan DBKL dengan pinjaman sub-prima yang katanya merujuk kepada pinjaman perumahan yang berdasarkan pada harga dua kali ganda nilai hartanah sebenar.

“Adakah mereka tahu apa pinjaman sub-prima? Hartanah tersebut bernilai dua ataupun tiga kali ganda dari harga yang diminta oleh Dewan Bandaraya,” jelas beliau yang malangnya terkeliru di dalam membuat kenyataan sedemikian.

Raja Nong Chik sebenarnya telah melakukan kesilapan di dalam usaha mempamerkan ‘kecerdikan’ beliau di dalam isu ini. Agensi bebas di Amerika Syarikat, the Federal Deposit Insurance Corporation (FDIC), dengan jelas mendefinisikan “sub-prima” sebagai:

“ciri-ciri kredit peminjam individu. Peminjam sub-prima biasanya mempunyai sejarah kredit yang lemah, termasuk gagal membayar pinjaman secara konsisten … Mereka juga memaparkan keupayaan pembayaran balik yang lemah seperti yang diukur oleh skor kredit, nisbah hutang-kepada-pendapatan, atau kriteria lain yang merangkumi peminjam dengan rekod kredit yang tidak lengkap, tanpa menyebut nilai harta.”

Jelasnya, fenomena sub-prima di sini merujuk kepada dana KWSP yang digunakan untuk meminjam wang kepada peminjam yang dianggap tidak layak untuk menerima pinjaman daripada kacamata bank-bank di dalam negara – seperti yang diakui sendiri oleh Menteri.

Pandangan Raja Nong Chik tentang isu sub-prima dan kaitannya dengan nilai hartanah kos rendah bernilai dua atau tiga kali ganda harga jualan semasa adalah jauh tersasar daripada hakikat sebenar.

Seeloknya Menteri menggilap pengetahuan kredit dan pinjaman sub-prima sebelum mengambil cabaran untuk berdebat dengan salah seorang daripada kami, demi meyakinkan rakyat tentang keberkesanan dan kelayakan setiap ahli kabinet BN, terutamanya yang bukan dilantik oleh rakyat tetapi dilantik selaku Senator.

    Raja nong chik will only “chik chik chik” in his pants when the first bell rings.
    helooo rajanongchik please lah go play with the cows at bangsar because i think you would really
    show your true self i.e. a moron of the first class if you debate.
    I am sure he will back out at the eleventh hour citing no police permit,having his period,or of the side effect of an overdose of viagra.

    The deceitful and corrupted Umno scumbags and parasites will not debate with anyone let alone someone from the opposition. As usual the scumbags will give an excuse, any excuse, just to get away from the debate. To begin with they don’t know how and what a debate is and that is why you never ever get to see one in Malaysia.
    Without a post in the cabinet they just don’t know where to go and what to do, unlike the former ministers from the Singapore cabinet, in no time after leaving the cabinet they are employed by not a Singapore company but by a multinational company as Directors or senior executives and may I say even company owned by Malaysians. You cannot say that of any cabinet minister of Malaysia, they just ‘retire’ or vanish into thin air, or may be they have stacked away so much abroad that they don’t need to be employed !

    Haha! BN flers always chicken out at the last minute with some stupid excuse.

    The EPF scheme to help the low-income group shows that the BN Federal Govt does not want to help this said group and they are only using the people’s money to help the people.
    The BN Federal Govt is running on empty where ideas are concerned.
